Estonian electricity and gas system operator Elering AS together with Kliimaministeerium (Ministry of Climate of Estonia) and Konkurentsiamet (Estonian Competition Authority) is applying for state aid permission from European Commission for implementing a Strategic Reserve in Estonia.
Pursuant to Article 21(2) of Regulation No. 2019/9431 of the European Parliament and of the Council, a member state must conduct an analysis to demonstrate the impact of the planned implementation of the Capacity Mechanism on neighbouring countries.
